Minimum Standards for the Protection of Refugees and Migrants in Refugee Accommodation Centres

In spring 2016, the German Federal Ministry for Family Affairs, Senior Citizens, Women and Youth and UNICEF developed uniform nationwide “Minimum Standards for the Protection of Refugees and Migrants in Refugee Accommodation Centres” in Germany to improve the protection, care and support of women and children living in refugee accommodation centres. The Standards are the first of their kind. In 2017 and 2021 these standards where updated and expanded through a highly participatory process based on lessons learned from their implementation.

The Minimum Standards are intended to serve as guidelines for the development, implementation and monitoring of protection plans in the refugee accommodation centres. Areas covered by the Minimum Standards include personnel and personnel management; the provision of a dignified and safe environment; the prevention of violence, dealing with situations of violence and risk management; and the monitoring and evaluation of the implementation of the protection plan.

The development and roll-out of the minimum standards takes place within the framework of the “National Initiative to protect refugees and migrants living refugee centres”, led and coordinated by UNICEF and the German Ministry for Family Affairs, Senior Citizens, Women and Youth.
